The Process
Step 1: Enter Uruguay as a Tourist
Arrive in Uruguay on a tourist entry. Your entry stamp will serve as part of your application documentation.
Step 2: Apply for Your Independent Means Visa
Submit your application with all required documents. Processing time is 6 to 18 months — plan ahead. You may legally reside in Uruguay throughout this period.
Step 3: Receive Your Temporary Cédula
Once your application is submitted and in process, you will receive your temporary cédula — your Uruguayan ID card — allowing you to live and operate in Uruguay legally.
Step 4: Receive Your Permanent Cédula
Once your residency is approved, apply for your permanent cédula. You are now a legal permanent resident of Uruguay.
Important Note: Passive Income Requirement
Passive income only — To qualify, your monthly income must come from a passive and guaranteed source such as dividends, rental income, royalties, or foreign investment earnings. Employment income or active business income generally does not qualify.
Certification required — Income must be verified and certified by a licensed Uruguayan escribano (legal professional).
Work restrictions — Visa holders cannot work as employees of Uruguayan companies, but you can establish a business or work as a self-employed individual.
